Le Québec des bâtisseurs

A research initiative to explore the evolution of entrepreneurship in Quebec

The "Le Québec des bâtisseurs" research initiative was launched by Henri-Paul Rousseau, associate professor at HEC Montréal and CIRANO Visiting Fellow. It brings together researchers with varied expertise under the direction of Raquel Fonseca, full professor at ESG UQAM, researcher and CIRANO Fellow.

This groundbreaking project aims to measure the evolution of entrepreneurship in Quebec across different historical periods by developing a series of complementary studies. This research examines key indicators such as the effect of education, the regulatory and fiscal framework on entrepreneurship, as well as factors such as the growth of individual wealth, the development of venture capital and access to stock markets in business growth. Particular attention is also paid to studying the history of major entrepreneurial figures in the media and the specific contribution of French-speaking entrepreneurs to this ecosystem.

Some analyses are based on original data obtained through exclusive compilations from government sources, offering a unique and rigorous perspective. The overall objective of the project is to better understand the factors influencing entrepreneurial dynamics in Quebec, while drawing comparisons with other Canadian provinces where data are available.

With this initiative, the researchers thus aim to enrich the existing literature on entrepreneurship in Quebec by offering an in-depth analysis based on varied and complementary perspectives.

Capital humain et entrepreneuriat

LE QUÉBEC DES BÂTISSEURS The increase in university graduation rates has enriched human capital in Canada and positively impacted the labor market, including the field of entrepreneurship. This chapter explores the relationship between university education and entrepreneurship in Quebec, Ontario, and Canada, using econometric analyses based on data from the Labour Force Survey, the National Household Survey, and the Census of Population from Statistics Canada. The findings show that holding a university degree increases the likelihood of becoming an entrepreneur and enhances entrepreneurs' earnings.

La propriété des employeurs du Québec, 2023: la place des francophones

LE QUÉBEC DES BÂTISSEURS This paper presents new results for 2023 on the share of employment in Quebec, private and public, associated with three ownership groups: non-Canadians (foreigners), non-French-speaking Canadians (allophone and English-speaking) and French-speaking Canadians. These results are obtained using various sources of information such as the Registre des Entreprises du Québec (Quebec Business Register), the newspaper Les Affaires and data from Statistics Canada on employment by sector. This done, the results for 2023 are compared to those of previous studies covering the period 1961-2003. In 2023, we find that 73% of employment in Quebec is with employers under French-speaking Canadian control; in 1961, this share was 47%. Non-French Canadian control (20% in 2023, 39% in 1961) and foreign control (7% in 2023, 14% in 1961) both fell by half over the period 1961-2023.

LE QUÉBEC DES BÂTISSEURS This chapter recounts the leading role played by Quebec entrepreneurs in the development of a media industry and a rich ecosystem, from the very beginnings of broadcasting in the 1920s to the present day.  The chronology of milestones is determined by the evolution of technologies - radio, terrestrial television, cable television, the Internet - and changes in the regulatory framework to reflect changes in the media industry structure and the nature of the competitive environment.  The contribution of universities to the training of audiovisual professionals and craftsmen is emphasized as well as access to capital as a necessary condition for ensuring competitiveness and supporting business growth.  The main stages in the development of Cogeco, Québecor and TC Transcontinental, the three main companies in the sector that are now billionaires, are then described.  The chapter concludes with a summary of the challenges facing all media categories, and the initiatives taken by the governments of Canada and Quebec to counter the deleterious effects of the web giants' stranglehold on the media industry.
